What if your service to the community could unlock the door to homeownership?
In South Carolina, that possibility is now a reality thanks to the 2025 Palmetto Heroes Program. Whether you’re a teacher shaping young minds, a nurse working long shifts, or a veteran who’s served our country, this initiative was created for you. With up to $10,000 in down payment assistance, this program honors the people who make our state stronger—and provides a powerful boost for real estate agents and communities across the state.
What Is the Palmetto Heroes Program?
Launched by SC Housing as a special enhancement to their Homebuyer (BOND) Program, the Palmetto Heroes 2025 Program is more than a loan product—it’s a show of gratitude. It provides financial assistance and favorable terms to first-time homebuyers who serve the state in key professions, offering a clear path to stable, affordable homeownership. The program became effective on March 24, 2025, and all loans must be closed and purchased by December 31, 2025.
Who Qualifies as a “Hero”?
To be eligible, at least one borrower must be employed full-time in a qualifying profession and meet SC Housing’s first-time homebuyer requirements. Here’s who can benefit:
Educators
- Classroom teachers, librarians, guidance counselors, school psychologists, college professors.
- Must hold active SC teaching certification or a verified contract to begin work within 60 days of closing.
Law Enforcement & Corrections
- Police officers, parole officers, TSA agents, detention center officers, and others certified under the SC Law Enforcement Training Act.
Firefighters, EMTs, and Paramedics
- Both full-time and volunteer firefighters.
- EMTs and paramedics employed by government agencies or contracted providers.
Military & Veterans
- Active duty service members, National Guard, Air National Guard, reservists, and honorably discharged veterans (excluding those with other principal residence ownership at time of closing).
Licensed Medical Professionals
- CNAs, LPNs, RNs, phlebotomists, respiratory therapists, dental hygienists, and more.
- Must be employed in certified medical facilities and hold valid SC licenses or national credentials.
The Financial Benefits at a Glance
Let’s talk numbers. This program offers a $10,000 Down Payment Assistance (DPA) package that truly stands out:
- Zero percent interest
- No monthly payments
- 15-year forgivable second mortgage
This assistance can cover:
- Down payment
- Closing costs
- Prepaid expenses
⚠️ Note: It cannot be applied toward mortgage insurance, appraisal gaps, or real estate commissions. The DPA must be repaid in full if the home is sold, refinanced, or no longer the buyer’s primary residence before maturity.
Income and home price eligibility are county-specific—a smart agent or buyer should refer to SC Housing’s official limits for the most accurate info.

What This Means for Buyers, Sellers, and Agents
For Buyers
You’ve dedicated your career to service. This program gives back by easing the financial pressure of purchasing a home. It’s a rare chance to build equity and stability without the heavy upfront burden that stops many from making the leap into homeownership.
For Sellers
This opens up a stream of pre-qualified, motivated buyers. With added financial flexibility, Palmetto Heroes buyers may be able to compete more confidently in today’s market, especially in homes priced within the mid-range limits.
For Real Estate Agents
Knowledge is power. Agents who are familiar with this program can offer their clients a huge value-add—and stand out as local experts. Whether you’re helping a nurse relocate or guiding a young teacher through their first home purchase, positioning the Palmetto Heroes Program as part of your toolkit builds trust and results in smoother, faster closings.
How to Take Advantage of the Program
Here’s how eligible buyers and their agents can get started:
- Confirm Eligibility – Ensure at least one borrower holds an eligible job and meets first-time buyer requirements.
- Secure a Signed Sales Contract – Required before locking in the interest rate.
- Connect with an Approved SC Housing Lender – Not all lenders participate, so choose wisely.
- Lock in the Rate and Submit Documentation – Rates are published daily and can change without notice.
⏳ Important: Time is of the essence—this program ends December 31, 2025. With a limited funding pool and strong demand, acting early is key.
Final Thoughts: Homeownership with Heart
The Palmetto Heroes Program isn’t just about loans—it’s about legacy. It’s a thank-you to the everyday heroes who keep South Carolina safe, healthy, and thriving. It’s also a chance for communities to grow stronger through stable, empowered homeowners.
If you’re a qualifying hero—or represent one—this is your moment.
